Yet the population grew by 62 percent over the same stretch, and total emissions still climbed by a net 15 percent. Efficiency alone did not shrink the country’s carbon footprint because the number of people generating emissions kept rising faster than each person’s emissions fell. This dynamic, often called the Jevons paradox, shows that gains in resource efficiency tend to get absorbed by growth elsewhere rather than translating into a smaller overall footprint.
